Joomla is a free, open source Content Management system. Similar to WordPress, osCommerce, Mambo or Drupal. Some of the key benefits to using a CMS like Joomla are ease of publishing and community/portal type designs.

Like most open source projects on the web, there are many free resources available for Joomla users. You can do a search to find templates, designers, help files and discussions by other Joomla users.
There is one site though, that eases the learning curve for new users. ClubTVK offers Joomla Templates, along with a step-by-step guide to creating and customizing your own unique Joomla Template.
