It would make sense to wait until your blog is up on your site/domain. In the meantime you can begin writing content and have that ready to publish when the site/blog goes live.

If you know that the site will be www.domain.com/blog/ then they can install the blog immediately and you can start building the blog until the site is done. That'll get you some content rocking before the site is up and also a place to start building your list if that is your liking.

Definitely start writing now while you wait, even if that means saving articles and posts as Notepad files on your computer until your site is ready for adding content. That way when it's time to add you'll have a few things, and maybe even some extra to schedule to post in the first few weeks.
