Dear Murray,
Wow this sounds like a great opportunity for someone. Only drawback is the bilingual need. French is not an easy language to learn and to write well is even more of a challenge.
Since retiring I have tons of time and have good (but a little rusty) writing skills. This job looks interesting but in all honesty, I don't think I would qualify.
