It looks like someone is scraping my blog. This url - http://www.my-elance.com/ is basically duplicating the content on my blog located here: http://www.freelanceguideonline.com
What do I do about this?

I don't you should get worked up about it. These sites always confuse me. How do they make money? There's not even Adsense on it. It does link back to you...

Their tags made me laugh: "Tags: butts, butts-marketing, efforts-start, from-getting, like-the-one, marketing, posts-brought, posts-plugin, related, the-following"

Butts-marketing. There's a good niche.

It looks like they're posting from your RSS feed. Try setting your feed to show only titles and excerpts. That might not fix it, though, since there are ways to pull a whole feed anyway. I'd suggest installing the RSS Footer (http://wordpress.org/extend/plugins/rss-footer/) plugin, shows a link to your site with your site name at the bottom of every feed entry.

You could try making a comment and state your dissatisfaction that they're using your content without permission. I doubt that would do much good. This person seems to have just done nothing but started a WP blog and set your feed in it. It's sure not likely to ever rank or get much traffic.

Yep, I too would recommend the RSS footer plugin. Other than that, not much you can do about it.

Not sure if this is the same plug in yet it is by the person that wrote it http://yoast.com/wordpress/rss-footer/
I agree that you should set up RSS to be a partial feed instead of complete.
I think you should add a coy right notice on the bottom of your blog and even state that the content cannot be republished without written permission of the owner.

I worry about the duplicate content problem.

Did you use copyscape to find it? It finds all duplicate content on the web.

Lynn will have an opinion on this.

Not a lot you can do about it other than adding an RSS or Copyright plugin. Consider a backlink and keep blogging good content!

Yep, once I added that footer plugin I was so much more relaxed about the whole scrapping thing. :)
