Newbies go to www.wordpress.org. IF you have a WP Blog there should be a upgrade possibility in your Admin .Get and use the WordPress Automatic Upgrade plug-in. Ignore the built-in WP upgrade possibility as you have to backup your files and database yourself.

Which is best - upgrade now or wait? I've heard it is best to not upgrade immediately - to wait until some bugs have been discovered and fixed.

Unless it's a security upgrade, I always wait a bit before I upgrade WP. Besides catching bugs, some plugins may need to be updated so I give everybody time to get things straightened out before I go ahead.

I always wait at least a month before trying a new version out on an important site. They do find big boo-boos sometimes and, more importantly, the plug-in authors always need awhile to come up with updates. I've had good plug-ins orphaned before. I always have a couple of non-public subdomains with WP installed where I try out new versions on one first. That's where I'll put 3.0 first.

All that said, I'm looking forward to the new possibilities WP 3.0 will bring. The new default theme will be great for newbies who wish to easily set their own header image and such. It has a built-in link shortener. Of most interest to me are the new navigation features and varied page options. I'll wait for the theme and plug-in developers to come up with cool uses for those first, though.
