Advice on outsourcing wordpress plugin creation or wordpress theme creation ?

I am looking into getting some outsourcing done for a wordpress plugin created or a wordpress theme ... I am not sure yet which it will be ... but I wanted to ask who you might recommend for outsourcing projects like that ?

Odesk or Elance ? or a different source ?
