Looking for someone to develop a website and be the webmaster for a new business

I have a friend who is starting a new business and is looking for quotes on how much it would be to design and set up a website, and be the webmaster, update content etc.
He does have his domain secured, but not hosted. Will want it SEO optimized etc.

It's a business with daily events so he wants to be able to have a calender and registration and payment feature.
