I'd like to say that your friend can also try on legitimate online business marketplaces. This helps her to catch good developers from where she wants at reasonable cost.

Thanks, so much, Joe. Before I pass this suggestion on to her, can you explain what you mean my "legitimate online business marketplaces"? Where would she find them? Is this something she would google for - "business marketplaces"?

If I'm not clear, I KNOW she won't be, without an explanation.... at least I think not.

Legitimate Online business marketplaces means, a platform where there's no scam work/ghost service providers i.e. only professional service providers. Here you can also release payment when your are satisfied with results or as terms and condition set by you.
