Basically you'll just figure out what you need as you go. No sense getting overwhelmed trying to get "set up" when you don't really know what you might need upfront.
For the basics, you have a domain and hosting - and I would make sure your PayPal account is working or set up a new one. And then you'll just apply to the specific affiliate programs you want to work with for the first site.
Start with one site and get that all the way from start to profit before you start on the second one.
