You can submit the same article to as many sites as you want. It's called syndication.
Duplicate content on different sites is absolutely fine. People get this confused all the time. The "duplicate content" penalty that so many people worry about is for placing duplicate content on the same site.
That came about because before Google search engines pretty much ranked sites based on keyword density. Some people figured this out and would stuff the heck out of their page with the keywords they wanted. Some would paste the same sentence 1000 times. Some even had the keywords all over the site, but in a font color that matched the background. The visitors would never see it, but the search engine spiders would.
If you have ever visited a site that had what looks like a huge amount of white space at the bottom of the page, many times that is one of these sites.
Along came Google and changed all of that.
I have several sites on the first page of Google for certain targeted keywords. Article marketing is a big part of my SEO work. I almost always submit the same article to the article directories I use (about 400 of them). Never been penalized for it once.
